How Often Must Fall Protection Anchors Be Recertified in BC and Alberta?
If you own a building with permanent fall protection anchors on the roof — or a tower, transmission structure, or industrial facility with engineered anchor points — you have an ongoing legal duty to keep those anchors certified. The cost of getting it wrong is not theoretical: an uncertified or expired anchor that fails during a fall arrest event is one of the most direct paths to a fatality, a stop-work order, and a Workers' Compensation Board investigation.
We get the same question almost every week from facility managers in Vancouver, Burnaby, Surrey, Kelowna, Edmonton, Calgary, and Fort McMurray: how often do these things actually have to be recertified? The honest answer is that the cadence depends on the standard the system was designed under, the anchor type, the local jurisdiction, and what the manufacturer's documentation says. Below is the practical version we walk our clients through.
The baseline: annual inspection by a qualified person
Across British Columbia and Alberta, the operating expectation set by both WorkSafeBC and Alberta Occupational Health and Safety is that permanent fall protection anchors are inspected at least once every 12 months by a qualified person, and re-inspected after any fall arrest event or any event that could have stressed the anchor.
A 'qualified person' in this context is not the same thing as a competent worker doing a daily pre-use inspection. It is someone with documented training, experience, and authority to assess whether an anchor still meets the design intent — typically a fall protection technician working under the direction of a professional engineer.
Recertification vs. inspection — they are not the same thing
An inspection answers: 'Is this anchor still in the condition it was when it was installed?' A recertification answers: 'Does this anchor still meet the load and design requirements of the governing standard, and can a professional engineer put their seal on it for another service period?'
Most engineered anchor systems in Canada are designed to CSA Z259.16 (Design of active fall-protection systems) and tested under CSA Z259.15 (Anchorage connectors). Manufacturers and the engineer of record will typically specify a recertification interval — the most common values we see in the field are 12 months for high-cycle systems, 24 months for moderate-use commercial roofs, and up to 5 years for low-cycle systems with documented protective coatings and benign exposure.
What triggers an immediate recertification, regardless of schedule
Even if your anchors are not yet due, several conditions force an immediate recertification or removal from service:
- Any fall arrest event involving the anchor or its connected lifeline.
- Visible deformation, cracking, or corrosion of the anchor base, weld, or substrate.
- Roof membrane work, re-roofing, or any change to the anchor substrate.
- Building modifications that change the anchor's clear fall path or swing fall geometry.
- Loss of original engineering documentation (in which case a 'first-article' recertification is required).
Load testing: when it is required and when it is not
There is a persistent myth in the trades that every anchor must be pull-tested every year. That is not what the standards say. Proof load testing is required at installation (typically to a documented value such as 1.25× the rated working load, or to the value specified by the engineer of record), after any structural repair, and as part of recertification when the engineer determines that visual and dimensional inspection is not sufficient.

Building a defensible inspection program
If you manage three or more sites, a calendar-driven inspection program is no longer optional — it is the only way to stay ahead of expiry dates and audits. A defensible program includes a single anchor register per site, a daily/pre-use inspection checklist for the workers using the system, a documented annual inspection by a qualified person, and a stamped recertification on the manufacturer's interval.
